The Federal cooperation concept “protection and help in cases of trafficking in and exploitation of children” lays the foundations for a multi-agency model with the child needs at the center of the approach and protective actions. Working together in collaboration is one of the most effective means by which children are protected. The Federal cooperation concept lays out the issues each agency or organization may see in their particular area of responsibility and directs who must be part of the response in order to protect the child and meet their needs. It also assist an organization to quickly and effectively react to what may be an urgent or critical situation. It was developed by ECPAT Deutschland e.V. (Ending the Sexual Exploitation of Children) and KOK e.V. (the German NGO Network against Trafficking in Human Beings), with the involvement of practitioners.
